      Jan Willem (Willy) Shutter (Amersfoort, May 24, 1873 - The Hague, 22 May 1949) was a Dutch painter, illustrator and graphic designer.
      Shutter was raised as a notary son in Zwijndrecht and developed into a versatile artist. He lived and worked in different places: in Dordrecht and Rotterdam, but also in popular picturesque villages like Scheveningen, Katwijk and Laren. Shutter was a member of many art societies, including those of Pictura in Dordrecht, Arti et Amicitiae in Amsterdam and Pulchri Studios in The Hague.
      Shutter was from 1891 to 1894 student at the Rotterdam Academy of Fine Arts and then he took classes at the Hague Academy of Fine Arts. He became a famous painter, illustrator of political cartoons, made many posters, carried out assignments for advertising and was also a designer binding. Well known are the 38 covers of sheet music that he designed between 1920 and 1925 for both publisher and Giltay Scheltens, it was cabaret texts of the poet Clinge Doorenbos
      He lived and worked in Zwijndrecht, Dordrecht, Rotterdam in 1894. Then from 1894 to 1897 in Scheveningen and from 1898 to 1909 in Volendam. In 1909 he settled in Laren and remained there until 1916 when he went to The Hague.
      The subjects of closers work often came from the beach and fishing life, but also in the 'high society', he wanted a portrait painter. He was also very familiar with a number of political cartoons and posters.
